Summary/Abstract: Ensuring access to energy (its carriers) is the necessary condition for economic development and to meet social needs. The essence of energy security lies in the reliability of energy supply (its carriers). Achieving this goal requires the fulfillment of complex conditions, primarily legal, economic, organizational and above all political. Legal requirements mainly include regulations allowing for efficient implementation of the investment in terms of access to energy, the energy generation, transmission, and distribution.
