Summary/Abstract: Current conditions in which local governments operate cause that it is necessary to search for new methods of management. Defining the strategy meeting the needs of all stakeholders of the city is insufficient. The strategy should be effectively implemented in order to bring benefits to both residents, investors, entrepreneurs and local authorities. The ideal solution to support the implementation of strategy is the model of the Balanced Scorecard. The target of the paper is to show the essence of the concept of New Public Management and public governance, present the use of the Balanced Scorecard in the public sector organization, and propose the model of the Balanced Scorecard for the city of Lublin.
