From the sine qua non condition to the consequence of producing the illicit international act

Summary/Abstract: Internationally, we can highlight the concern of the specialists in the field, but also of numerous organisms and organizations regarding the encoding of issues related to liability. Studies and works carried out over the years determined the identification of several cases like: the states’ liability for illicit international acts, the international organizations’ liability, but also the liability for prejudices caused by illicit activities. The development of draft articles on the issues mentioned was characterized by controversies over the aspects which were meant to be regulated, finally remaining a rule with a general application.
