Summary/Abstract: Industrial and technological development has been identified as the major factor propelling nation’s socio- economic development. The major catalyst for rapid industrial and technological development is investment in human capital. The role of higher education in developing human capital therefore becomes very crucial. Focusing critically on the role of higher education in the production of human capital in Nigeria, the paper argues that the performance in this area has been very dismal as result of combination of factors, such as, poor motivation of staff, poor funding of universities by government, poor coordinated research and development efforts and lack of interest by foreign owned local businesses to fund research in Nigeria universities. The paper therefore recommended that considering the strategic importance of investment in human capital as an avenue for industrial and technological development, public and private collaboration is very essential in funding higher to ensure the production of high quality human capital.
