Summary/Abstract: Democratic evolution of the political system, the complex of problems our modern society struggles with, the imolementation of the socio-economic reforms implex obligatory a new vision at the public administration and its forms. In terms of administrative law, administrative decision is part of people activity working in government bodies. We can therefore say that the administrative decision is a species of human decision, which constitutes the core of the work done by public authorities in carrying out the tasks of management and organization. Content, number and order of stages of decisions elaboration depends on the nature of decision approach. Of those exposed above, can be stated that all actions need for elaboration, adoption, execution and control of decisions or administrative decision form the administrative decision process. The administrative decision procedure can be simple or complex. It is simple when, for the manifestation of the will contained in legal acts takes effect, the law does not require performance of some special procedures. The procedure is complex when the formalities are special for administrative act to produce in a valid way legal effect. Concerns and research on studying the decision, including administrative, led to the formation of a branch of science, relatively new, essential part of leading science or management, called "Decision Theory". This science contributes to the formation of a uniform and general theories concerning decision that would allow the introduction and use of some effective methods and techniques of preparation, adoption and implementation of decisions.
