Summary/Abstract: From a theoretical perspective, low carbon and resource-efficient economy can be defined as innovative economy which realizes long-term growth while striving for the minimization of negative impact on natural environment. In the concept under analysis, according to the models of endogenous economic growth, long-term European economic development will be ensured on the basis of internal factors of economic growth, which can be shaped in accordance with set objectives. Human capital development and technological progress are among the key objectives. The choice of innovation has its justification in the public good theory. It requires social acceptance for actions taken and possibility to achieve measurable macroeconomic results. A measurable result of differences in the level of the social acceptance of specific actions are differences in price flexibility of demand among individual goods, and in the case of goods financed from public resources − flexibility of tax burden for demand. Goods with lower price flexibility of demand are characterized by a higher level of social acceptance, which allows for burdening society with higher costs related to their purchasing.
