Summary/Abstract: Balancing diabetes directly affects the occurrence of complications, such as cardiac and vascular problems, blindness and renal insufficiency. In order to achieve a better balance, the available resources should be used in a manner enabling proper work planning, enabling the treatment of the illness and prevention of complications. This study has examined the effect of planning and resource management in the clinic on the prevention of diabetes complications. The study population includes 62 patients of type II diabetes, with no cardiac problems, aged 55-75 years, residing in Haifa and its surroundings, 30 of whom reside in kibbutzim. The participants invited to a single meeting at the kibbutz or town clinic, and be requested to respond to the questionnaires. The questionnaire consists of three parts. The first consists of demographical questions and response to treatment. The second part deals with patterns of consuming health services. The third partdeals with consuming health services in a professional clinic. The findings show budgetary differences in favor of the kibbutz clinics. The working method in such clinics shows better work planning, enabling close follow-up on the patient, and thus assisting in the prevention of diabetic complications.
