Summary/Abstract: The time between 1866 and 1916, which almost completely overlaps the reign of Carol I, was an era of intense development of urban life in Romania. Basically, the benefits of the modernization in which the Romanian society was involved in this half a century were almost exclusively reflected in the rising standard of life of urban dwellers, which represented less than 20% of the population of Romania. Despite this positive evolution, the poverty phenomenon in the urban world constituted an obvious reality of Romanian social life. The study analyses a few causes responsible for the generation and perpetuation of this flagellum, as well as the measures taken by local and central authorities in order to diminish the negative effects of this phenomenon.
