Summary/Abstract: The intensive development of the Romanian towns in the second half of the 19th century was accompanied by a worryingly growth of the urban poverty phenomenon. This situation, which risked to threaten the social balance, determined both the politic factors and the civil society to react as to limit the effects of this calamity. This study identifies the actors involved in this important social activity, analyzing the strategies, the reasons, the legislative and institutional frame as well as the results received from this field.
