Summary/Abstract: The article discusses how public institutions in Romania use or do not use the expert knowledge of the OECD’s PISA programme, given that they finance and participate in it. A certain lack of engagement is noticed, but signs of increased interest in using PISA as a legitimizing tool for reform are also noted. As conclusion, research directions having high potential applicability in education policy are identified.
