European Constitution and System of European Union

Summary/Abstract: This article gives the evaluation of the European Union’s Constitution from the position of theory of political system of European Union, one of the most relevant approaches within the political theory of the European integration. Analysis is directed only to parts of political system, not also to its wholeness – which should, states the author, encompass all four elements of the system: institutions, processes, actors, and values. Independently from the range of analysis influence of the European Constitution to further development of European Union can, however, believes the author, be in a great degree evaluated. In a “never completed” dilemma between federalism and inter-governmentalism this Constitution strengthens some of federalist characters of the EU, and a new balance of these two opposite concepts is being established in favor of more defined federalist solutions.
