Summary/Abstract: Within the process of transition to democracy and stabilization of democracy in Slovenian public governance there are numerous processes of modernization. These changes all the more indicate the problematic of governmental, that is organizational culture in public government, since the majority of attempts for modernization of government indirectly or directly relate to questions of governmental culture, which is connected with introduction of changes of behavior and values of the employees. Thereat, the key role has the governmental management with the consistent values such as public vision of goals, perfect communication, and excitement about introduction of changes. Addendum on the example of used methodology from the economy, SiOC (Slovenian Organizational Climate) represents an approach to changes in the modernization of the state through the concept of organizational culture, climate, and satisfaction of employees, which gives the governmental management the challenges for future thinking. Represented approach to the development of human capital in an organization enables also comparisons of economy and public government and there is no reason that in public government in this field we deal differently than in economy.
