Analysis of institutional capacity of communes in Łódzkie voivodeship

Summary/Abstract: Institutional capacity of local authorities is one of determinants of a given territory’s development potential. At the same time, the general perception of institutional capacity of public administration on the central as well as regional and local levels is that it is low and insufficient. This paper takes up the issue of institutional capacity in communes. The first part of the paper includes general considerations relating to the role of institutional capacity in local and regional development. The following sections, on the other hand, deal with results of research on institutional capacity of communes in one of Polish regions – Łódzkie. Institutional capacity is analyzed in five dimensions.
