Summary/Abstract: The article discusses the national issue in the system of administration of the Russian empire in the beginning of the 20th century on the example of the Caucasian namestnichestvo (vice-regency). The author argues that specific autonomy of the Caucausian administration provided integrity of the state better than introduction of the unified administrative system
