Summary/Abstract: The article characterizes the relations between the government of the Russian empire and the War ministry during the serious international crisis, caused by the First Balkan war. The author shows that the War ministry, taking the specific position in the system of state administration, should have taken into consideration the view of the Council of Ministers in respect to the building of the armed forces.
