Summary/Abstract: Complex matters, due to their very nature, require fast and professional management. They necessitate macro-level treatment, while administrative authorities up to now have only been specializing in micro-level management. The operation of public administration systems has to be radically readjusted to meet the needs of the 21st century. One of the possibilities is shifting towards horizontal organization and networking patterns, following in the wake of former US Senator Robert S. Walker’s recent initiatives. In Hungary, it seems hopeless even to start professional discourse on the subject, in spite of the fact that planning of a new government district in Budapest is under way. However, even preliminary design of that should be adjusted to the organizational and functional requirements of an entirely updated public administration system.
