Summary/Abstract: The September 11 terrorist attack has concentrated the world’s attention almost solely on the Islamic terrorism. Nevertheless there are also other forms of terrorism at work today, which imply not only external forces, but also the “terrorist” actions of a state against its own citizens. The consequences of the terrorist attack in beslan are a proof that Russia turns more and more into a national police state and the Russian live in a state of emergency that justifies even extreme measures that defy the civil rights.
