NATO Strategy in the Light of Theory and in Practice.An Attempt at Interpretation

Summary/Abstract: For over fifty years of NATO’s existence, its strategy was an instrument of the security and defence policy of member states. The objective was the organization of a security community in which members could be certain that, remaining separate states, they would not engage in any physical fighting but resolve their mutual problems through dialogue and cooperation. The method of creation and implementation of the NATO strategy allows the discussion of the strategic culture specific for this organization in the long term perspective. Common values and objectives of the allies created lasting standards of conduct in mutual relationships and relationships with other countries. It provided the criteria for the evaluation of the external environment, which translated into the selection of methods of action acceptable for all members, and into the shaping of specific resources and abilities they need. As a result of transatlantic divides causing difficulties in communication between Europe and the United States with regard to directions and forms of joint actions, the ambition to create a “grand strategy” was replaced with practical actions and building “small” agreements in individual operating issues.
