Summary/Abstract: Discussed is the problem of „marginalizing” of certain groups of people who in the circumstances of social change are faced with the extreme difficulties to maintain the normal way of life. This causes the necessary for them to make their living through means and ways that are characteristics for the bottom-line of human existence. Street beggars have always existed in Bulgaria, but due to the totalitarian system for decades they have been imprisoned or expulsed. After the changes on November 10, 1989 they gained the „civil right” to be and to beg in their native places. On the basis of empirical observations an attempt is made in the paper the phenomenon „street beggers” to be analysed, as well as a typology to be made and some specific recommendations for the state agencies and institutions to be outlined.
