Summary/Abstract: The study proposes an investigation of the harmonization of the theoretical coincidences found in the European construction of the concept of good governance as a power technique, as a pastoral manner of translating the project of a finalized power, as a rhetorical perspective and a possible management of the unbalanced situations induced by the economic crisis. The appeal to the assertions of Foucault concerning pastoral power, governance and security devices placed in relation with the important dimensions of the “official report” – The White Paper on European Governance – reconfirm the fact that a model of European governance describes a specific political and philosophical architecture.
