Summary/Abstract: Mutual needs and interests of citizens are expressed and shaped in place of living of every person individually. Those needs are multiple and caused by area proximity of people’s living in their urban or rural settlements. Social communities are established in these settlements on the basis of their territory and they are determined as local communities. When one or more local communities establish social-legal-political institution for satisfying mutual needs, then they get the status of local self-government. In all countries in the world local self-government is established and developed in the shape of unit of local self-government, in fact municipality. European experience in developing of the local self-government is established in European Charter of local self-government. According to the principles established in European Charter of local self-government, local authorities are the closest to the citizens and the satisfying of their needs and interests of citizens in local community significantly depends on their competence. Two subjects in the structure of the local government have the biggest responsibility for governance of local public works. That is municipality council / assembly and municipality mayor. The council is holder of establishing the municipality politics in all segments of development. Municipality mayor is holder of executive function. According to all constitutional, legal and statute authority, municipality mayor has all levers in performance of local government, except the establishing of local politics, what belongs to the municipality council. According to that, municipality mayor is very important institution of the local self-government. Citizens, as interest subject in election of the municipality mayor during local elections in 2004, have proved their interest for development and functioning of local self-government. That interest is proved by citizens giving bigger electoral support to the candidates for municipality mayor then to their parties. From 139 municipalities in 109 of them, candidates for municipality mayor have received more votes from citizens in reference to the votes which the citizens gave to the lists of their parties for the municipality council. The citizens have had social-interest but not political and parties motivation to choose a personality for municipality mayor who can, according to their mind, successfully solve their developing problems. By their election, citizens promoted those candidates who have managerial capabilities and reputation in local area.[...]
