Summary/Abstract: The European Network for Quality Assurance (ENQA) has set a very broad framework for the development of different quality assurance systems in Europe by issuing the European Standards and Guidelines (ESG). Still, the existence of common elements and a joint framework is necessary to increase objectivity of external evaluations and to help higher education institutions in improving and enhancing quality systems at universities and faculties. This paper will present the derived common system elements, and stress the importance of integrating all processes at higher education institutions. The paper also systematically examines certain elements of higher education institutions within the certification and accreditation process. Case study of the School of Economics and Business (SEBS) of the University of Sarajevo is introduced as an example of a higher education institution which has, since 2005, applied for external evaluation at three accreditation and one certification agencies (ISO, AACSB, EFMD, AQA). In the paper the author explains common problems of all higher education institutions using the example of the SEBS and examines the applicability of different quality concepts.. At the same time, ESG are also considered.
