Summary/Abstract: External evaluation of higher education institutions and study programmes has been introduced in the European Higher Education Area as a result of the Bologna reforms and further development of that concept. The 2005 Berlin Communiqué stated that all countries had completed preparations for the quality assurance system based on the agreed criteria and with a high cooperation and correlation level. Furthermore, apart from the need for a stronger inclusion of students and the international cooperation, the higher education institutions are encouraged to pursue their endeavours in enhancing the quality of their activities through systematic introduction of internal mechanisms and their direct linkage to external quality assurance. The European Standards and Guidelines for Quality Assurance (ESG) have been adopted in the European Higher Education Area as suggested by the European Association for Quality Assurance in Higher Education (ENQA) while signatory countries have committed themselves to introducing a suggested model of monitoring the quality assurance agencies at the national level. The legal basis for the implementation of the Bologna reforms in Bosnia and Herzegovina was created only after adoption of the Framework Law on Higher Education in 2007, while the national Agency for Development of Higher Education and Quality Assurance in Bosnia and Herzegovina was established at the end of 2008. This paper elaborates the tasks and the role of the Agency in external quality assurance, methodology of quality assurance and the results achieved so far in development of the national criteria for accreditation in higher education. There are many challenges ahead of the higher education institutions in BiH. However experiences of other countries with similar economic and social context may be useful for more efficient and focused European perspective.
