Good and bad governance in Hungary or the problem of measuring democratic quality

Summary/Abstract: Political science is the science of democracy. Political science renders an unambiguous response to the question of what good and wrong governance is: Good governance is democratic governance, whereas incorrect governance surpasses the normative and institutional borders of democracy and gets outside of its domain. But what gives the tangible content of 'democratic governance'? Hereafter I attempt to (1) sketch one possible conception of democratic governance; (2) introduce an empirical method that seems to be apt for measuring democratic quality, and finally (3) in the closing section of the study, I would like to make the reader aware of the constraints of the qualitative evaluation of governmental performance.
