Summary/Abstract: The concept of Human Security has been a priority of the last 60 years and it will remain a priority of the beginning of the 21st century as well. In spite of the fact that the Universal Declaration of Human Rights, which was adopted by the General Assembly of the United Nations Organization in 1948, has remained a political declaration, its importance has been a major one. Albeit presently there is no unitary international regulation in the domain, a fragmented regulation which emphasizes ever more the need for this type of security, nevertheless, exists. Therefore, the concept of Human Security has been fostered by numerous international agreements.
