Transitional Mayhem and dilemmas of cultural policy in Serbia - seven years later

Summary/Abstract: In the election held in 2000 the regime was changed, but the system as such was not. The democratic regime replaced the totalitarian one, and that entailed that the system too has to be based on democratic values. That system should meet real demands of citizens instead of a certain assumed set of interests defined by a totalitarian elite. Once a vision of a desirable system is established, it requires conditions for putting it into practice. Strategic planning of development and building up of capacities are essential for carrying out this plan. The new regime was to be considered different from the former only if its instruments for achieving the desired objectives were genuinely democratic. But the findings of the study of cultural policies in Serbia lead us to the conclusion that after seven years of transition Serbia is still at the beginning. However imperfect the former delegation procedure (abolished by Milošević’s Constitution) was, it was public, and there was no such procedure before 2000. Serbia still does not have a cultural policy and strategic plan devised for its territory as a whole. And without a strategy, cultural policy is chaotic and preoccupied with day-to-day issues, incapable of attaining a long-term vision of a structural reform of the system of culture.
