Summary/Abstract: The dialogue between the university and the community to which it belongs demands changes in the way in which the higher education is organised. The representatives of the economic community appreciate certain abilities and competences, some of them ignored in the past by university programs. In May 2005, The European Conference in Bergen of the Ministries in charge with the higher education drafted the European Framework for Qualification for the university programs. This document provides descriptors for each cycle of the university educational programs based on the learning outcomes and achievements. Adapting the higher educational programs to this framework and taking into account the needs of a society that becomes more and more international means that researches must be performed both at an international and at a national and local level in order to idenify the competences and qualifications appreciated by the employers and then to determine which ones can become the seed for the creation of new university curricula and syllabuses.
