Summary/Abstract: An organization which aim is to build permanent and sustainable competitive advantage has to appreciate the potential of changes which is in its employees. Planned development of personnel competencies as well as directing improvement actions towards making the effectiveness and efficiency of its processes better can be a “virtuous mechanism” of organization improvement. The increase of competence, which results in the increase of personnel engagement in changes’ initiating, can be a permanent element of competitive advantage. The article presents how the use of an approach in the standardized management systems to planning the development of employees competencies can be a base to build a learning organization.
