Summary/Abstract: The Purpose of this article is to present the concept of preventive diplomacy of the United Nations, measures to prevent aggression in 1990 and the presentation of the impact of conflict on the United Nations. The essence of this article is to present diplomacy as a mechanism to support the implementation of the purposes and principles of the United Nations. The use of pressures and sanctions will strengthen the collective security. In contrast to the operations of peace enforcement, preventive diplomacy absorbs less cost. Paying careful attention to the inadequacy of current prevention systems, especially in the light of the Iraq-Kuwait War as well as before and post-conflict period. The last part of this paper details implications of improper use of sanctions and presents the successor prevention policies applied in the nineties - the concept of selective sanctions.
