Summary/Abstract: The article considers the role of public discourse in political power exercising and relation between discourse and authority – is possible to join these categories and what should be the main aim of such discourse in contemporary democracy – truth or agreement. These questions are illustrated by short analise of three institutions establishing process of making decision and participation of citizens in political life in Poland: referendum, citizen initative and lobbing. The article attempts to answer if these institutions in present polish law are effective as means and ways of communication between people who are governed and people who govern.
