Summary/Abstract: Delegation of entitlements constitutes one of the premises of a learning organization in the subject of tasks, authorization and responsibility. However, this subject is actuated by the identification of the problem, its essence, and the application of effective methods leading to the solution of the recognized problem not only by a small group of decision-makers, but also by the remaining employees of the learning organization. Therefore, the purpose of this study becomes the issue of exploiting potential capabilities of the organization’s participants in the process of shaping cooperation relations. The progressive process of exploiting potential capabilities of the organization’s participants in the process of shaping cooperation relations consequently means the level increase of the learning organization, and the progressive process of the employees’ empowerment.
