Summary/Abstract: The main challenge for Bulgarian politicians, researchers and professionals working in the field of labour market regulation is to reduce the formalisation of hired labour and, at the same time, minimise the negative consequences of the globalisation and liberalisation processes for labour relations. Nevertheless, the discussion should not challenge the axiom that paid labour should be protected by increasing implementation of labour standards, without the resultant consequence of compromising fundamental human rights at the expense of ”flexible” labour forms. An approach should be based on initial political decision on whether informal labour forms should be predominantly restricted or transformed. Consequently, it would be a useful exercise to organise a forum for countries in the Balkans or eastern Europe, under the auspices of ETUC and ILO, to help clarify the phenomenon, to suggest possible ways of standardising employment, to illustrate the possible role for the social partners and what their priorities should be, how should certain ‘stringent’ laws be applied, and what changes may be needed to existing legislation.
