Summary/Abstract: The paper discusses crime in a black neighborhood in Washington, DC and strives to explain why a large part of prisoners in the United States are African Americans. There is elaboration on the two major explanations: 1) structural explanation – African Americans are incarcerated in greater rates because of the remnants of racial discrimination, due to racial barriers that contribute a great part of blacks to live in poverty; 2) cultural explanation – African Americans create “culture of resistance”, interpret the mainstream white American society as hostile and reject its values.
