HISTORY AND THE PRESENT SITUATION OF THE PROCESS OF ECONOMIC INTEGRATION OF THE SLOVAK REPUBLIC INTO THE OECD

Summary/Abstract: In the introductory part of the paper the author indicates that after the year 1945 one started a considerably great effort aiming at the replacement of nationalistic and bilat-eral economic relations by an international co-operation. This task has been taken over by the OEEC as a predecessor of the OECD. Its most important effect, apart from the allocation of means resulting from Marshall Plan (ERP) has been the basis for the EEC formation at the end of the fifties; later on OECD emerged. Next part of the paper briefly characterises tasks, mission and set-up of this unique forum, which for the countries of OECD means the formulation of the best policies in all sectors of economic and social life. Currently OECD represents a motive power for the international economic and political dialogue, which markedly contributes to the prevention of conflicts and differences between countries. These differences and even conflicts necessarily accompany world trade and economy globalization, whereas poli-cies of individual governments are increasingly limited by mutual interactions with domestic policy. The group of mainly leftist journalists often queries, whether the existence of OECD as a typically post-war organisation of the cold-war period is still justified and whether its agenda should not be taken over by other organisations such as WTO, IMF, EIRB etc. Essential part of the paper contains the survey of individual steps and examinations that, after a certain delay, Slovakia successfully accomplished. In an agreement of 30th August 2000 on the invitation to accede the OECD Conven-tion the Slovak Government meets the standards of the OECD valid at he time of acces-sion inclusive Liberalisation Codes (The Code of Capital Movements Liberalisation and The Code of Current Invisible Operations’ Liberalisation). At some of them, for in-stance at the estate transfers and at some financial operations and services, postpone-ments are required or reservations are applied related to a relatively short time assigned. In a closing part the author suggests potential significance of the Slovak member-ship in the OECD: • improvement of conditions for the inflow of foreign investments, • providing of opportunities to improve low standard of Slovakian public admini-stration confronted to the exacting „Western“ world, • access to the important sources of OECD information, • possibility to take part at important decisions. Annual Report of OECD of 1999 can, however, deter governments of member coun-tries, among other things also by the problem of membership subscriptions, which should, however, after full admission of SR not exceed the sum of 300 000 CHF. The profit form membership in such prestigious organisation, provided we can manage to utilise it, is worth these expenses...
