Summary/Abstract: The process for the creation of the Front in Albania was based on historical circumstances that were created due to the country's occupation, the organization of the inner political forces in Albania and the international circumstances. In this case needs to be considered the attitude of our neighbour countries toward this war and the policy pursued by the Great Powers towards Albania. The real favourable conditions for the formation of an Anti-Fascist Front of the Albanians in their war against the invaders were created during the summer of 1943. The indications of these favourable conditions were: The political forces that were created in Albania had established an understanding and confidence to reach a joint agreement to unite Albanians "regardless of region, religion and idea”. Based on this approach of these Albanian political forces, the invaders had established the conviction that in Albania was operating a unique anti-Italian front, which was fighting against the union with Italy. The endeavours of the Albanian political exiles lead by Ahmet Zogu had found a common ground with the intention of establishing a government in exile, which would defend the interests of the Albanians. The creation of the Committee for the Salvation of Albania in Mukja Meeting during August 1943 and the tasks assigned to the Albanian political forces that signed the agreement in order to run the joint war, marked the creation of a true Anti-Fascist Front. The General National-Liberation Council (provisional) that was created in the Conference Peza did not achieve the aim of uniting all Albanians. He remained a guise of the National-Liberation Movement led by KPA and was under its command with the intention to take the power by war.
