Summary/Abstract: The author studies three relatively short periods in the political life of Bosnia through the example of the work of Sarajevo City Council during three critical transitional periods: 1878, 1919-1920, and 1945. All three were turning points, marking social crisis. He finds that the composition of the Council (National Council) was multi-national in all three periods. The councils reflected the tradition of the “religious key” established in the Austro-Hungarian period. The study demonstrates that the City Council, facing crisis in all these periods, successfully transcended religious divisions. It cannot be said that religious and national differences were irrelevant, but “the members of the different communities worked together to solve the problems faced by the city”. This study upholds the notion of the Bosnian tradition of ethno-national coexistence, tolerance and multicultural inter-relatedness that dominated relations prior to the emergence of nationalism.
