Summary/Abstract: European development cooperation policy was introduced by the Rome Treaty and the establishment of European Development Fund. Economic relations with African, Caribbean and Pacific states were defined by Yaounde and Lome Convention, which were conditioned by modernisation stance. Debt crisis and economic downturn in the 1970s resulted in the adoption of neoliberal stance. EC development policy was changed due to the Treaty of Maastricht and the new approach was implemented with the Cotonou Agreement. Further changes were introduced by the Lisbon Treaty, based on Washington Consensus guidelines, although taking also into account social impact and sustainable growth. Due to the institutional reform the High Representative of the Union for Foreign Affairs and Security Policy was appointed, who along with the Commissioner for Development is responsible for EU development policy. The Lisbon Treaty raises concerns for the instrumentalisation of development policy and marginalisation of the ACP group. On the other hand it allows to hope that policy is going to be more coherent.
