Summary/Abstract: In the seventies of the twentieth century, People’s Republic of Poland, like many other socialist and developing countries, aiming to modernize the economy, fell into excessive debt. In the first decade of the system transformation, with a large scale of fiscal burdens of the Polish society, public finances of our country were healed. In the second decade of transition – there again appeared a dangerously high general government deficit. The answer to this challenge became a government program, which imposed costs of repairing public finances on the Polish households. The implementation of this program will probably bring positive results in the nearest future, however, it raises concerns about the future. The new debt management strategy does not contain substantive diagnosis of the excessive debt of our country, it focuses on formal and technical issues.
