Summary/Abstract: The discussion starts with an analysis of the methodological aspects of a public finance reform. It stresses the need to treat public finance as a system and characterizes the present state and the directions of changes in the public finance system in Poland. It emphasizes the proposed changes to be introduced after 2012. The article concludes indicating errors that have been made within a process mistakenly called a ”public finance reform”.
