Management of public finances in a way leading to the budgetary surplus

Summary/Abstract: This paper discusses possibilities of managing public finances in a way leading to the generation of budgetary surplus. This approach is different from the one currently presented in the literature. It creates new quality in management of public incomes and expenses, as well as public debt, which may lead to the creation of universal rules. The problem is interesting in the context of current public finance crisis due to its anticyclic character.
