Deficits and debt of selected self-government units in the light of statutory restrictions

Summary/Abstract: There are statutory restrictions in Poland which concern freedom of contracting obligations by local governments. These regulations undergo quite important changes, some new provisions have been in force since 2011, whereas others will become effective in 2014. The aim of the article is an attempt to provide an answer to the question whether local government units are able to meet the requirements which enable them to contract obligations. The answer to this question was based on the budget analysis of 11 selected local and regional self-governments in the area of Lublin Voivodeship.
