Summary/Abstract: The European Union’s requirements concerning the europeanization of public administration systems are frecquently expressed under the form of abstract rules and regulations, without any specifications regarding the actual arrangements and particular actions that should be taken at a national level. The European directives rarely prescribe specific organizational solutions. Thus, the formal incorporation of EU rules and regulations leaves enough space for local practices and organizational behaviours. This article analyses these duble standards and antagonical tendencies of public organizations, in the realm of europeanization and reform of Romanian public administration.
