The European Governance and the Dynamics of Formulating Public Policies in Romania

Summary/Abstract: The article presents in an analytical way the concept of governance and the consequences triggered by its acceptation over the public policies’ formulation in Romania. The conclusion is that assuming the governance, the roles of mediating and negotiating add to the traditional functions of the state. If the input of this process it is constituted largely through adopting and adapting the Acquis, the efficiency of the transfer it is obviously conditioned by the policies learning, both from the operationally approach and from the synthesizing to the level of society approach.
