Summary/Abstract: During the last fifty years the economic theory has seen the problems caused by the government failure resulting from the influence of internal factors, e.g. the public choice school and internalization. This approach ignores the existence of external factors that affect states politics. Externally induced constraints are shaped by the increasing internationalization during several decades, capital and technology markets, on the one hand, and the rise of economic power of model of M.E. Porter, theory of J.H. Dunning and B. Balassa. External constraints induce gradual decrease in nation states capability to pursue independent economic policies. This decrease adversely affects budgetary policy, monetary and foreign exchange policies as well as structural and macroeconomic policies. In short, the room for action and for efficacy of these policies is gradually narrowed.
