The onset of the reorganisation of the educational system (1960-1963)

Summary/Abstract: The 60s marked the entrance of the Albanian school in a new period during which were initiated a number of changes that are known as “The reorganization of the educational system”. Their essence consisted in the perfection of the existing education system based on the principle of the bounding of the teaching with the work on the production and especially in the establishing of the school in the function of the party-state for the development of the socialist economy and culture. The reorganization was attained as a process commanded and controlled from the high authorities, gradual and step by step. The period from the beginning of 1960 to June of 1963 when it was completed the preparation for the full legislative setting it served as preparatory phase to continue on with practical implementation of the reform in the academic year 1963-64. The platform of changes was prepared in form of theses that were made public in the June 22nd1960. They delineated the fundamental lines which were focused in the school of general education divided in two stages. The first stage, the term of which was extended from 7 to 8 years represented the basis of the new educational system and as such it took a unique and obligatory character.The second stage, with a debatable duration 3 or 4 years would have given to the youth a full high school education. With the publication of the thesis the phase of debates started for the introduction of the public opinion and of the specialists with the expected amendments. The three year period it served in the meantime for the final preparation of the legislative body. In June of 1963, the Peoples’ Assemble of Albania it decreed the low “On the reorganization of the educational system in Peoples’ Republic of Albania” and the decree “On the obligatory eight year education”. Then the reform entered the phase of practical implementation. This was part of the strategy and the policy of the party-state in establishing the Albanian education in the function of the needs of the centralized economy. The reform opened the door to perfection of the educational system aiming to make it massive and more flexible, but in the meantime it served as an important mechanism for the ideology and turning the school in a nest of indoctrination of the young generations with the communist ideology by contributing increasingly in its consolidation as deeply oriented school.
