Summary/Abstract: International cooperation is a controversial concept in the intelligence area, governed by the need of operational secrets such as activities, sources, means and methods which are of the outmost importance for national security. At the same time, national security can no longer be the only concern, we also have to relate to international developments even though there might not be either regional or international cooperation. If security is the main goal within the cooperation process, it cannot function if the main foundation generated by common principles and norms lack. Thus, intelligence cooperation is very much centred on the symbiosis between strategic interests and common norms.
