The Decree 770/1996 and the pronatalistic policy of Ceausescu in the Dobrogean media

Summary/Abstract: The study describes the echoes caused by the appearance of Decree 770/1966, the decree for regulating abortion, in the Dobrogean media between 1966 and 1968 and explores the precarious situation of the medical system in Tulcea County, which was unprepared for supporting the aggressive pronatalist policy of the Ceausescu regime. The facts extracted from the press, with a strong propagandist message, are confronted with the official statistical data known only by the authorities, data which indicates without denial the failure of the anti abortion campaign. The study reviews the activities undertaken by political, legal, medical and moral authorities of the socialist society in the fight against abortion, as well as an inventory of abortive maneuvers used in Dobrogea.
