Summary/Abstract: This paper aims to outline the Romanian post communist parliamentarian model. With two chambers that are elected through the same process (complex PR election), the Romanian parliament has all the characteristics of a bicameral, symmetrical model you would expect in a consensual democracy. Also, proportional elections have secured the rules of fabricated majority (that is not always according to electoral logic) and of the coalition government. On the other hand, although declining, the degree of parliamentary disproportion is still at considerably high levels. Despite its constitutional position, the Romanian parliament exercises its powers in a rationalized manner, the source of which is the hegemonic role of political parties.
