Standards-based education reform in the United States

Summary/Abstract: The origin of this reform is political. It is connected with the emergence of a new role of the federal government – activity towards the improvement of education quality. This was a new national agenda. Though the conception of the reform was elaborated by educationalists, strong political controversies connected with standards resulted in the death of the standards movement in 1995. Republicans started to prepare the policy of school vouchers. During the process of implementation the standards movement became dominated by tests. A meta-analysis of research on students’ achievements during standards-based reform proved that they were not worse and did not reflect the popular belief about the decline of students’ achievements. It was a big mistake to begin the reform with high-stake tests. Such strategy had nothing in common with education.
