Summary/Abstract: Alongside material and financial resources, the human resource represents an element indispensable to each working process. The notion of human resource derives from the fact that is has a limited character and it consumes itself throught the use of the working process. No working process can develop without the working factor. To establish a strategy regarding the development, the continuous development of the working process implies to know the human potential from a point of view which regards quantity, structure, qualification and which ensures at term the human resources.
